

Steve established Paradigm and served as Paradigm’s CEO until Q3 2023. He has over 25 years’ experience and a proven track record of developing and leading businesses in the towers and infrastructure sector both in Europe and emerging markets. Prior to forming Paradigm Infrastructure, he held the position of CEO for American Tower Corporation’s (“ATC”) EMEA region from its early days in 2008 through to 2018. During this period, he led the negotiations and the successful start-up of operations in all ATC EMEA markets (South Africa, Ghana, Uganda, Nigeria, Germany and France) deploying in excess of US$3 billion of capital. In addition, Steve led the negotiation and formulation of ATC’s joint venture partnerships with MTN in Africa and PGGM in Europe, where he held the position of Chairman of ATC Europe.
Prior to working at ATC Steve worked at National Grid Group plc for 19 years in various commercial and financial roles. He joined National Grid as a graduate trainee and during his career there he helped establish their fibre business Energis Communications both in the UK and Poland (where he was CFO during its start-up phase). He also headed up NGG’s Asia M&A team based in India.
In 2001 he was appointed as Finance Director for NGG’s telecoms group and in 2004 led the negotiation of NGG’s acquisition of Crown Castle UK Ltd, subsequently taking the position of Director of Strategy and Business Development within this subsidiary. In 2006 Steve led NGG’s sale of this business to Macquarie.
Steve holds a first degree in Economics and an MBA from Birmingham University Business School.
With a career spanning over 35 years, Steven brings to Paradigm extensive C-Level executive and Public Board experience in telecommunications and broadcasting infrastructure; power and gas transmission; and international construction. He previously served for 11 years as Group Executive Vice President of American Tower Corporation (“ATC”) including over nine years as President of their core US business. ATC is a US$100 billion Fortune 500, NYSE listed telecoms and broadcast infrastructure business.
Steven’s tenure at ATC commenced in 2007, initially setting up the company’s London-based EMEA operations before assuming full executive responsibility for the US business out of Boston, Massachusetts in 2009. He oversaw more than US$13 billion of cell tower acquisitions and construction over a 10 year period.
Steven holds a B.Sc. (Hons.) in Building and Civil Engineering from the University of Manchester, UK, and an MBA from the Manchester Business School, UK. He is a member of the Chartered Institute of Building, the Institute of Management and the Institute of Directors. He was previously a director and chairman of the Wireless Infrastructure Association, USA, and Director of CTIA, the Mobile Operators Association in the USA.
Hal Hess was the senior executive responsible for all international operating divisions (excluding Asia) of American Tower Corporation (“ATC”) from 2009 until his retirement in 2019.
Hal initially joined ATC in March 2001 as Chief Financial Officer of American Tower International, which then included operations in Mexico and Brazil.
He subsequently served as General Counsel of ATC from 2002 until 2007, at which time he took over responsibility for the Company’s Latin America operations.
Hal led ATC’s expansion in the Latin American region, which grew to eight countries and over US$1.2 billion in revenue.
In 2009, Hal added the oversight of ATC’s EMEA region to his responsibilities and helped build these operations from the ground to seven countries and over US$700 million in revenue.
Prior to American Tower, Hal was a partner in the corporate finance group at King & Spalding LLP, where he focused on mergers and acquisitions and general corporate matters for telecommunications and infrastructure companies.
Prior to attending law school, Hal practiced as a Certified Public Accountant. He received his J.D. from Vanderbilt University and is a graduate of Harding University.
Gordon started with Paradigm in 2021 as COO where he had responsibility for all operational aspects of our business, including operational execution and excellence. He was seconded to the Tanzanian unit, as CEO, leading the start up of operations.
With excellent operational and commercial skills within the wireless telecommunications infrastructure sector, Gordon has over 25 years of experience in a wide range of markets.
For three years Gordon held the office of VP operations for IHS Towers, and had wide ranging operational and commercial responsibilities, and supported IHS with rapid global expansion.
Between 2008 and 2017 Gordon held a number of offices within American Tower including CEO of the Nigeria, Uganda and Ghana operations. Prior he held executive roles in CrownCastle, National Grid Wireless and also Arqiva. He also holds a first class honours degree in Estate Management from Birmingham University.
Patrick joins Paradigm as our Chief Financial Officer, responsible for all financial aspects of the business including accounting, commercial decision support and procurement.
Patrick has over 20 years of experience in the telecommunications and related infrastructure industries, including 6 years based in African markets. He joined American Tower Corporation (“ATC”) as Uganda CFO, where he recruited and developed the finance team ahead of the launch of operations (960 towers) and supported the commercial development of the business over its first 3 years.
He relocated back to Europe to take on the ATC Germany CEO role, including the integration of a small acquisition and a focus on efficiency and risk management, before leading the European finance activities as Europe CFO until early 2020. The latter role involved overseeing the finance integration of the acquired ATC France business.
Prior to ATC, Patrick worked for Vodafone for 15 years in a variety of corporate and operational finance roles, based in UK, Germany and Ghana. The later roles included support for M&A activity, integration of acquisitions, and corporate governance.
Patrick qualified as an accountant (ACA) with Coopers & Lybrand in 1996 after graduating from Cambridge University.
Edward is Paradigm’s General Counsel and is responsible for all legal and governance matters relevant to our business. He is a highly experienced commercial, media and transactions lawyer.
He joined Paradigm from Arqiva where he held various senior leadership legal roles covering the telecoms, media and broadcast transmission infrastructure sectors in the UK, US, Europe and South East Asia over a period spanning more than 25 years.
As well as managing legal teams, he has extensive experience of representing shareholder interests in Freeview/Youview, negotiating high value contracts with broadcasters including the BBC, ITV and Sky, and played a major part in the completion of numerous significant M & A and refinancing transactions including the sale of Arqiva’s Telecoms business completed in 2020. Also, he has successfully led company wide projects to ensure compliance with Undertakings imposed by the UK’s Competition and Markets Authority as well as the Data Protection Act 2018.
Rohit joined the Paradigm team in February 2023 as Head of Strategy and Corporate Finance and is responsible for driving new acquisition and growth opportunities, fundraising and new strategic initiatives.
Rohit is an experienced investment professional with 17 years of experience and held senior leadership roles as Director with Actis, the pan Emerging Markets private equity and energy investor and British International Investment, the leading Development Finance Institution in Africa and South Asia. He has a proven investment and exit track record with transaction experience across diverse markets such as India, Brazil, Egypt, Tanzania and Pakistan. Rohit has held multiple board positions and worked closely with management teams across control and minority deals to execute the strategic vision outlined by shareholders.
In his prior roles, Rohit has specialized in Industrials, Telecom and Consumer sector investing with a particular thematic interest in supporting businesses focused on energy transition and resource efficiency initiatives such as electric vehicles, lithium ion battery recycling, circular economy, carbon capture and green hydrogen.
Rohit graduated with a Bachelor of Business Studies degree from Delhi University and an MBA from Indian Institute of Management, Bangalore.
Adrian leads Paradigm international operations and is part of the team overseeing the company’s expansion efforts into new territories, bringing focus on operational excellence and best practices from the very outset.
Adrian is an accomplished telecom professional with over 20 years of experience in the industry. Specializing in new market entry, operational efficiency, project delivery, and putting together teams cultivating high performance and results-orientated culture.
Having been part of start-ups in Madagascar, Mozambique, Nigeria, and twice in Kenya (and has held positions of responsibility in many others), driving operations and project delivery for several international organizations throughout Africa. Initially, for Plessey, part of the Dimension Data and NTT groups, his last role was Operations Executive, later joining American Tower Corporation (“ATC”) during the Nigeria start-up as head of projects and executive committee member (responsible for capital expenditure budgets exceeding $250 million). On completion of his Nigeria assignment, transitioning into the ATC EMEA team overseeing the technical requirements during acquisitions of other TowerCos’ and forming an integral part in the ATC Kenya acquisition and start-up, Adrian brings a wealth of experience to the Paradigm team.
Duncan manages our client relationships and pioneers our presence in new markets.
For the last eight years, Duncan has been actively involved in the development of the tower sharing business across Africa. He has worked for two of the major Tower companies, Eaton Telecom and American Tower Corporation and has negotiated the acquisition of over 8,000 Towers. He has closed tower sharing deals with Yu, Telkom and Airtel in Kenya; Orange, Warid, MTN, Smile and Smart Telecom in Uganda; Airtel, MTN, Smile and Etisalat in Nigeria, and Airtel, Tigo, Vodacom, Smart, Viettel and Smile in Tanzania.
Duncan’s career prior to his recent foray into tower sharing, saw him work primarily in the Telecommunications, Services and infrastructure industries in the UK and internationally. More specifically he directed a £2 billion Enterprise Wholesale Business in the UK. He has worked in several overseas locations and has an excellent understanding of the cultural nuances in differing markets.
Howard leads Paradigm’s informatics team, with special emphasis on utilising best practice core processes, whilst leveraging leading edge technologies; with the vision of driving efficiency and transparency for customers and partners, from a data driven business intelligence engine.
Howard has decades of experience in leading large international project teams to deliver best in class company Enterprise systems, including finance, supply chain, asset, CRM and HR functions.
The industries in which these systems were implemented included: Oil & Gas, Telecoms, Logistics, Government and Manufacturing and stretched from the UK to Saudi Arabia, Thailand, Europe, South Africa, Kenya, Ghana, Uganda and Nigeria.
In the last 7 years this has evolved into managing the creation and support of the complete technology and systems infrastructure of a new TowerCo market in Nigeria; implementing a cloned system architecture from a global hub, whilst integrating local operational systems into this framework.
In addition, Howard conceived, designed, planned, built, implemented and supported a new Mobility Platform, which recorded all site visit activities; through a myriad of forms designed for specific users and activities and resulted in a $1 million USD cost efficiency saving through the intelligent use of business analytics, driven from the data collected, primarily in the fuel delivery arena.
Howard is also a specialist, in Business Process Re-engineering, Project Management, strategic systems analytics and system architectural design.
Sarah is responsible for tax and financial planning. Before joining Paradigm, she worked as a Strategy and Tax consultant. Prior to her consultancy work, she held various senior roles at National Grid plc, including in corporate tax, M&A, business planning and group strategy.
Sarah’s experience at National Grid included structuring for the disposal of JVs in Poland, Brazil and Chile as well as assisting with the acquisition of Crown Castle UK Ltd from a US group. She also worked with the Board to review group strategy and business performance along with implementation of a new strategic planning and performance process. Sarah has recently worked for various clients as a consultant on restructuring for group financing, transfer pricing reviews, strategic review and development of implementation plans.
Sarah holds a degree in French and German and is a Member of the Institute of Chartered Accountants in England and Wales.
Matthew joins Paradigm as an Investment Manager. His focus is on investment analysis, market research and the modelling of demand cases to forecast areas of new demand for Paradigm’s infrastructure.
Previously, he has conducted market research for a manufacturer of RF amplifiers.
Having graduated from Cambridge University in June 2020, he holds a bachelor and master’s degree in Chemical Engineering.
Sonja brings over 20 years’ experience in international business, working with C-Level executives in the telecom infrastructure, scientific research, microtechnology and energy sectors.
Sonja spent 11 years at American Tower Corporation (“ATC”) where she joined in 2007 as Executive Assistant to the Chairman, President and CEO based in Boston. In 2015 Sonja re-located to Germany and joined ATC’s EMEA Group as Business Manager, providing analytical, administrative and logistical support to the Regional CEO EMEA and his team. In 2018 Sonja became the Regional Business Support Coordinator for ATC’s Africa Region.
Prior to joining ATC, Sonja held several Executive Assistant positions at international companies including Thermo Fisher Scientific Inc. in New Hampshire, USA and West STEAG Partners GmbH in California, USA and Germany. In her early career Sonja completed an apprenticeship at STEAG AG in Germany from 1996-1999, following which she joined the company as Office Administrator and transitioned to the legal and patent department as legal assistant.
Sonja holds a degree from the Chamber of Industry and Commerce, the IHK Essen, Germany in Office Administration.
Katie joined Paradigm as Business Support Manager, bringing a diverse background in operations, HR, and recruitment within the telecommunications industry.
With experience across multiple sectors, she has developed a strong ability to drive operational efficiency and support business growth. Previously, as Operations Manager at a telecoms recruitment firm, Katie’s adaptability allowed her to provide multifunctional support across various business functions.
At Paradigm, Katie plays a pivotal role internally providing support across multiple critical areas in new market operations. Her responsibilities include on-the-ground support, recruitment, business processes, managing shareholder and investor communications, and creating detailed reports—with a particular focus on ESG (Environmental, Social, and Governance) reporting, market analysis, and documentation.
